Ombudsman RS is an independent institution which’s aim is protection of  legitimate rights and interests of physical and legal persons, in coherence with Organic Law of BiH, Organic Law of RS and international arrangement about human rights. Institution was established by RS Diet  by the law of Ombudsman, published in Official courier no.4/2000 and started working in the mid of 2000.It's jurisdiction is to reconsider actions of any institution in Republic of Srpska.

Ombudsman is now working on plenty of cases in which are even included children who saw the need to have bigger attention to the children's interests. Institution, with help of organization Save the children Norway, in august 2001. started realization of the project called Protection of the children’s rights.

 

Ombudsman RS je nezavisna institucija čiji cilj je zaštita legitimnih prava i interesa fizičkih i pravnih lica, u skladu sa Ustavom BiH, Ustavom RS i međunarodnim sporazumima o ljudskim pravima. Instituciju je uspostavila Narodna skupština RS prema Zakonu o Ombudsmanu RS, objavljenom Službenom glasniku br.4/2000 i počela je sa radom sredinom 2000. godine. Ona je nadležna da preispituje aktivnosti bilo koje institucije Republike Srpske.

Institucija Ombudsman je u toku rada na velikom broju slučajeva, u koje su uključena i djeca uvidjela potrebu da se veća pažnja posveti interesima djece. Imajući to u vidu u avgustu 2001. god. Institucija je uz pomoć organizacije Save the children Norway, započela realizaciju projekta Zaštita prava djece.

 

Project: Protection of the children’s rights

The aim of this project is promotion of the UN covention of children’s rights and other international documents from the region of children’s rights and making conditions for their apply throught adjustment of national legilisation. Procjet Protection of children’s rights, working in harmony with compentence of institution Ombudsman RS, pointed its activities on the region of protection of the rights of all children in RS. Obligation of all of as, who plan the future of this country, is to make sure that the children’s rights which are in the UN convention are respected.

 

Projekat: Zaštita prava djece

Osnovni cilj projekta je promocija UN Konvencije o pravima djeteta i drugih međunarodnih dokumenata iz oblasti dhečijih prava i stvaranja uslova za njihovu dosljednu primjenu kroz usklađivanje domaćeg zakonodavstva. Projekat Zaštita prava djece je svoje aktivnosti, radeći u skladu sa nadležnostima institucije Ombudsmana RS, usmjerio na oblast zaštite prava sve djece u RS. Obaveza je svih nas, koji planiramo budućnost ove zemlje, da osiguramo da se poštuju prava djece sadržana u UN Konvenciji o pravima djeteta.

 

The program of the work stations on the theme Children’s rights

The program of work stations will be put in force in banjaluka’s primary schools with whom the project team was cooperating and which expressed the need of organizing these kind of activities.

     The basic aims of these work stations are:

v     Education of students of their basic children rights by the UN Convention of children’s rights

v     Strengthening the students to use their rights which belong to them by the UN Convention

v     Strengthening the conscience of students that they have rights and affirmation of personal strategies for accepting them

v     Motivation of altruistic feelings and active relations of students in the view of respecting children rights

v     Making students responsible for their behavior in compliance with personal rules and needs

v     Motivating the nonviolent communication between the students

v     Strengthening of the personal identity and self-confidence of reacting

v     Strengthening of the cooperation in the group of peers and strengthening the personal identity

 

These work stations will be leaded by trained students, high school students who have ability to run similar programs. On this way the right on participation of the children in making decisions will be respected. Students who were leaders of work stations, in this case, will be a lot of help to the project team ZDP Ombudsman RS, in educating bigger and bigger number of students in primary schools.

Work stations will be holding once a week during two and half months. After every work station leaders have to write their report. The main purpose of the report is evaluation of the program  and collecting necessary information for making the report. At the end of the 10 work stations, the participants will also evaluate the program, which will serve use in its next application.

 

Program radionica na temu Dječijih prava

 

Program radionica bi se sprovodio u prigradskim banjalučkim osnovnim školama sa kojima je projektni tim sarađivao i koje su izrazile potrebu da se u njihovim školama organizuju ovakve aktivnosti.

  Osnovni ciljevi programa radionica su:

v     Edukacija učenika o osnovnim dječijim pravima po UN Konvenciji o pravima djeteta

v     Osnaživanje učenika da aktivno ostvare prava koja im po UN Konvenciji pripadaju

v     Jačanje svijesti učenika/ca o tome da imaju određena prava i afirmisanje ličnih strategija učenika za njihovo prihvatanje

v     Posticanje altruističkih osjećanja i aktivnog odnosa učenika u pogledu poštovanja dječijih prava

v     Osposobljavanje učenika/ca za odgovorno ponašanje i u skladu sa ličnim pravima i potrebama

v     Podsticanje nenasilne komunikacije među učenicima

v     Jačanje ličnog indentiteta i samopouzdanog reagovanja

v     Osnaživanje kooperacije u grupi vršnjaka i jačanje grupnog indentiteta

 

Radionice bi vodili obučeni učenici, srednjoškolci osposobljeni da sprovode slične programe. Na ovaj način bi se ispoštovao princip participacije djece u ostvarivanju situacija u najboljem interesu djeteta. Učenici voditelji radionica, u ovom slučaju, bi bili velika pomoć projektnom timu ZDP Ombudsmana RS, da edukuju što veći broj učenika/ca osnovnih škola.

Dinamika realizovanja radionica je jednom nedeljno tokom dva i po mjeseca. Nakon svake održane radionice voditelji imaju zadatak da napišu izvještaj. Osnovna svrha izvještaja je evaluacija samog programa i prikupljanje neophodnih informacija za izradu radnog izvještaja. Na kraju programa od 10 radionca, učesnici će takođe evaluirati program, što će koristiti njegovom narednom primjenjivanju.
